No, there are differences in degree, but it would be ethically questionalbe and injust to dismiss the other aspects because of whatever is the strongest facet to it. Sure, this case is a little different for political reasons and because it's about a position as a public servant, and investigations can limit themselves to looking into only one specific side, but then conclusions from that shouldn't be generalized by one-sidedly ignoring the potential complexity of the situation.
