They don't own/operate factories, they don't build or influence systems (guess what: it's very difficult, hard work that might not work out as planned, so it's more safe and convenient to keep it theoretical than facing the actual reality). Nonetheless, there are system practicioners and can be found in many places, it's just not very apparent as such and indeed busy with quite some problems. To varying degree, think about a construction worker or engineer as a systems builder (who needs to have some understanding and methods to build stable systems or system components) and architects (who consider and plan the complex interplay of systems and systems components).
