Because artists get their own uploads DCMA-striked down because of automated content identification systems, and if somebody else uploads the stuff without permission, it's hard to impossible that he doesn't have the permission, etc. Copyright doesn't work for digital, and it doesn't make too much sense to try to build applications that pretend that it does.
